Should Community correction emphasize the supervision or promote rehabilitation? Should strengthen national law enforcement power, such as police, or foster social forces, such as social organizations? Should the offenders be deliberately separated or blurred with the boundaries of ordinary people in community? Those are controversial issues to the practice and theory in China's community correction. The Practice of "Home of Red Collar" from Ningbo Beilun of China answers these questions to a certain extent.

Chen Junhao, male,
Chinese Communist Party member, was born on October 3, 1969 in the village road
Xinqi Street Beilun District of Ningbo City. In 1989, he graduated from
business management department, Ningbo College of Higher Education (formerly
known as Ningbo University of Technology) Now he is the director red collar house
the social service center of the Beilun District of Ningbo City.  In October 2001, Chen Junhao opened the first
private non-enterprise community service-peony community service station. He
began to engage in community service work, due to his outstanding work, he has
won the title of the entrepreneurial leaders, Ningbo City labor model, the distinguished
community volunteers. The team he led won the national award. In 2008, the
peony community service station was renamed as Xin-qi Street Community Service
Center and in 2009 he opened convenience service hotline 81890. And now he is
the director of  81890 helpdesk service
center Ningbo branch。 He began to undertake government projects. His team also won the award
as the best China home service association. In 2012, he formed new Daqi Street red
collar service center and begin to carry out the social volunteer service for
special populations. In September 2014, he put forward the concept of volunteer
service to accept prisoners and drug addicts and other services. Through
various forms of social interaction to help them understand the acceptance,
respect and recognition, so as to help them regain self-esteem, self-confidence
reconstruction, to strengthen the motivation, to realize the self value, to promote
their initiative and ability to act. This practice has been widely recognized
in china.

陈军浩，男，中共党员，1969年10月3日出生于宁波市北仑区新矸街道大路村。1989年，毕业于宁波高等专科学校（宁波工程学院前身）经管系企业管理专业。现任宁波市北仑区红领之家社会服务中心主任。

2001年10月，陈军浩开办了宁波市首家民办非企业性质的社区服务站——牡丹社区服务站，开始从事社区家政服务工作，因服务工作突出先后荣获宁波市被征地人员自主创业带头人、宁波市劳动模范、全国社区志愿者先进个人，他所带领的团队荣获全国民办非企业诚信与自律建设先进单位。

2008年，他开办的牡丹社区服务站更名为新矸街道社区服务中心，并且于2009年开通便民服务热线81890，任宁波市81890求助服务中心北仑分中心主任，开始承接政府项目，得到了社会的广大好评，期间荣获北仑区道德模范、宁波好人、第三届宁波慈善奖个人奖，他的团队也荣获中国家庭服务协会先进单位。

2012年，他组建新矸街道红领之家党员志愿服务组织，开始系统性组织广大党员、群众开展社会志愿服务工作，并于2014年9月成立红领之家特殊人群工作室，开始用志愿服务的理念承接社区服刑人员、吸毒人员等服务工作。通过形式多样内容丰富的社会互动使矫正人员在社会这面镜子中看到了接纳、尊重和认同，从而帮助其恢复自尊、重建自信、强化其实现自我价值的动机，促进其回归社会的主动性和行动能力。这一做法得到了中国国内广泛认可。
